The Snipping Tool has been replaced in most versions of Windows by "Sketch & Snip" after the Windows 10 update 1808. "Sketch & Snip" is an application bundled with previous versions of Microsoft's Windows. It is mainly designed to make the process of cutting and editing photos easier and it allows you to do so with ease.
The main advantage of this software is that it allows you to make changes to the image quickly without having to modify the source. To use the software, you have to install it first and then run it. It will allow you to create and edit new photos. You can then save your work in the usual way. However, it has a limitation of being able to change only the borders of the picture but this may be of some help to you when you are creating new photos.
