The Click to Flash function in Safari on Mac is actually a security feature intended to prevent malicious software from loading when the browser is already open with Flash content. The new security update for Safari 5.x series released in October 2013 added the capability for web designers to include their own Flash plug-in into their websites. This has created a new challenge for security researchers and Apple themselves since many amateur coders have been able to find ways of exploiting this functionality by finding a way to load Flash content automatically using software like Shockwave.
Apple has however introduced a couple of ways to make it harder to install and use these plug-in settings. By making it harder to install, you will only be able to use these features if you're using the latest version of Safari, which was the one that introduced this new security feature. To make things more complicated, they've implemented two different ways of getting round the problem: one way is to limit Flash to those plug-in settings that are used in private browsing only, and the other way is to allow all Flash content to be loaded by default.
